Tanzania Governance Noticeboard: Anti-Corruption
Technical Assistance Services, (USAID, 2004-07).
This project is a pioneering undertaking to make official
data available in a manner that makes it understandable
and useful to stakeholders at all levels of society.
It provides training to actors in civil society, the
media, and parliament on how to access and interpret
the data to improve the sophistication and effectiveness
of policy analysis and advocacy among nongovernmental
actors, and works with authorities, nongovernmental
organizations (NGOs), and citizens at the local level
to enable the public to oversee the use of public resources.
The main objectives of the project are to establish
a model district-level public expenditure tracking system
modifiable for implementation in selected districts,
and to support the professional development of the media
(including journalists and editors) to report more effectively
on the budgeting and use of public funds at national
and district levels. The Governance Noticeboard is now
operating at www.repoa.or.tz/tgn.
Cambodia: Anti-Corruption Technical Assistance Services
(USAID, 2004-06). Recognizing legislative restrictions
in working directly with the central government of Cambodia,
PADCO and its partners PACT and Internews are working
with the donor community, civil society, U.S. and other
nongovernmental organizations, and media outlets in
advocating for accountability and transparency in the
government and within society. The assumption of the
program areas is that by targeting the donor community,
civil society, and the media, there will be increased
pressure for the Royal Government of Cambodia to reform.
In support of greater coordination to promote transparency
and accountability, the program is assisting in the
creation of a small, independent Transparency Secretariat
and in the establishment of an Inspectorate for internationally
financed projects. In support of a strategic communications
campaign, the program is developing a comprehensive
multimedia communication campaign to enhance transparency
and accountability and to oppose corruption.
Central Asia Republics: Anti-Corruption Technical
Assistance Services (USAID, 2004). PADCO developed
and delivered a series of several high-level courses
and workshops to promote awareness of corruption and
integrity in Central Asia. Partnering with Transparency
International (Berlin), PADCO provided approximately
60 USAID/CAR employees with advanced training focused
on corruption's causes, manifestations, and technical
interventions designed to mitigate it. The project also
delivered workshops focused on corruption-related obstacles
and potential integrity-promoting interventions in Kazakhstan,
Kyrgyzstan, Uzbekistan, and Tajikistan; authored a suggested
USAID/CAR Anti-Corruption Strategy outlining the "business
case" for anti-corruption efforts and suggested
approaches; and produced a 40-page report outlining
the results of one month of informational interviewing,
an assessment of the level of political will and receptivity
for addressing the corruption problem, and a series
of "matrices" for each technical sector summarizing
the problem and needs and identifying opportunities
to reduce corruption.
Northeast Bosnia Local Government Support Activity
(USAID, 2002-05). PADCO assisted 12 municipal governments
in making local administrative services more efficient
and responsive and eliminate barriers to small businesses.
One activity was the creation of municipal "one-stop
shops" and citizen information centers, which noticeably
improved administrative processes for all municipal
departments, reduced waiting times for services, and
eliminated many corruption opportunities. PADCO assisted
in increasing transparency and participation in budgeting
and financial management. Municipalities were assisted
in the use of budget preparation manuals to improve
the transparency of the budget process and have adopted
expanded budget frameworks to give better understanding
of how funds are planned to flow into different projects
and departments. PADCO also assisted nine of the partner
municipalities in preparing local economic development
strategies.
Burundi: Community-based Peace and Reconciliation
Initiative (USAID, 2004-06)
PADCO implements OTI's Community-based Peace and Reconciliation
Initiative (CPRI) and manages CPRI's field offices in
the provinces of Gitega and Ruyigi. Through CPRI's three
components: the vocational skills training (VST), community
initiatives and media, the organization strengthens
local-level cooperation for conflict mitigation, helps
diverse groups generate non-farm income, and increases
knowledge and participation in public dialogue on current
issues. PADCO recently held a workshop for VST participants
which focused on designing financial strategies as well
as approaches in teaching and assisting different sections
of the Burundian society such as internally displaced
peoples, returnees, and refugees.
Egypt: Middle Egypt Utilities Institutional Strengthening
(MEUIS) (USAID 1999-2005)
Under this contract, PADCO helped increase access to
sustainable water and wastewater services for the 9
million people in the governorates in Fayoum, Beni Suef,
and Minia by strengthening the institutional capacity
of the governorates' newly formed water and wastewater
authorities. Leading a team of five subcontractors,
PADCO assisted the authorities in increasing revenues
from users to recover operations and maintenance costs,
designing and implementing a more decentralized management
structure, and improving their overall capacity to deliver
services. The PADCO team is providing technical assistance
in such areas as financial and accounting systems, billing
and collection, human resource development, legal and
regulatory reform, procurement and logistics, metering,
water loss management, and capital investment planning.
Under USAID funding, PADCO procured and installed water
meters, and installed and implemented billing and collection
software program.
Senegal: Peace Building and Conflict Resolution
with Key Constituencies in the Casamance (USAID, 2004-06)
This project was designed with an assessment/convening
phase and a technical assistance/capacity building phase.
During the first phase, PADCO interviewed individuals
and groups to gauge their interest in and capacity for
participating in second-phase workshops on conflict
resolution knowledge, skills, and abilities (KSAs);
on identify-based conflict; on interest-based (principles)
bargaining; and on peace building. Both phases focus
on three stakeholder groups: government, the Movement
of Democratic Forces in the Casamance (MFDC), and civil
society. PADCO conducted several assessments in December
and January and determined that all stakeholders could
benefit from capacity-strengthening assistance, particularly
in the area of negotiations and that the situation was
suitable for proceeding with the development assistance
proposed for Phase II.
For nearly 18 months, PADCO has been working to build
the knowledge, skills and abilities of government, civil
society and the Movement of Democratic Forces in the
Casamance (MFDC) to engage in productive intra- and
inter-group dialogue that contributes to resolution
of the decades-long conflict in the Casamance. The activities
promote frank analysis and exchange of information concerning
stakeholders' interests and needs including transparent
government policy making and implementation.
Serbia Local Government Program (USAID/DAI, 2001-2005)
The purpose of the USAID SLGP was to increase the effectiveness,
responsiveness, and accountability of local governments.
The program improved local government customer focus
and responsiveness, increased citizen and civil society
organization, increased involvement and access to local
government, improved legal and financial sustainability,
and increased local government influence at the national
level. The project team worked with representatives
from 50 municipalities, providing extensive training
and technical assistance in the areas of financial,
municipal services and utilities, and information management.
PADCO's technical support to the Standing Conference
on Towns and Municipalities strengthened the Conference's
capacity to advocate and lobby on behalf of local governments,
develop a membership participation structure, and provide
services to its members. PADCO also helped form relationships
with local governments, citizens, and NGOs of 25 municipalities
by increasing citizen and civil society involvement,
access to local government, and local government customer
focus and responsiveness via establishment of Citizen
Assistance Centers (CACs) and One Stop Permitting Centers
(OSPC) which contributed to building positive links
between local governments and citizens.
Egyptian Decentralization Initiative (USAID, 2006-2009)
In April 2006 PADCO was awarded the Regional Democracy
Initiative's Indefinite Quantity Contract (REDI IQC)
by USAID/Cairo, as well as the first Task Order, the
Egyptian Decentralization Initiative (EDI). PADCO is
promoting a more decentralized model of governance in
Egypt, building the technical capacity of locally-elected
councils. Most human and financial capacity rests with
Egypt's system of appointed Governors and local Ministerial
representatives. PADCO and its Egyptian subcontractors
are providing technical assistance, training, and policy
support to improve the budgeting, revenue generation,
planning and administration skills of elected councils
in pilot governorates. EDI will initiate a local planning
process involving citizens, elected councils and community
development associations. These groups will assess and
prioritize local needs and identify fundable projects.
EDI will also provide administrative and accounting
training so that local councils can better account for
and manage those revenues under their control to support
priority projects.
