We commit to promoting systems of public sector integrity, not simply combating corruption, in emerging democracies and market economies. We understand that without adherence to high standards of ethical conduct ourselves, we can have little hope of generating higher standards of governance in other societies.

We also recognize that we do not all share the same risks in combating corruption. Our colleagues in developing countries struggle under enormous burdens to liberate their countries from authoritarian legacies that allow corruption to proliferate. All too frequently they pay for their integrity and courage with their livelihoods, property, and even their lives. We believe we have ethical and professional obligations to our colleagues to consider the risks and consequences of anti-corruption awareness and enforcement programs and to minimize the risks to their livelihoods and families.
